The Committee would then be expected to invite the public to make written submissions. A time frame of 4 to 6 weeks is envisaged.
To assist the development of a formal response a detailed clause by clause analysis of the Bill has been prepared and forwarded to the Federation for its consideration. It is recommended that the paper be circulated to member associations for their input and feedback, with a return date of mid-July.
UNIT TITLES BILL - Introduced
The UTA Bill is scheduled for its first reading in Parliament. Like the above Residential Tenancies Amendment Bill, the UT Bill is expected to be referred to the Social Service Select Committee for consideration.
A paper detailing each of the Bill’s clauses has been analysed with appropriate commentary. It is also recommended that the Federation circulate the paper to member associations for their immediate input and feedback.
REAL ESTATE AGENTS BILL – Report
The Justice and Electoral Committee presented its report to Parliament on 6 June.
Of interest to the Federation were the Committee’s finding regarding property managers.
In essence the Committee:
• Did not propose the regulation of any property management activities (such as leasing, letting, collection of rental or collection of payment for other property management services)
• Raised some concerns about the lack of regulation of property managers and property management, and the lack of protection for consumers dealing with them, and
• Noted that the Government intends to review the regulation of property management.
Of further interest, the National Party was in favour of property management being regulated under the Bill.
The Bill awaits its second reading sometime next month.
As part of a regular contact program with Parliamentarians, the President visited Wellington during the month. A formal meeting was held to brief Phil Heatley the National Party Housing spokesman on Federation perspectives, ahead of the Residential Tenancies Amendment Bill’s first reading.
